In the wave of "eastward movement" and "economic rise" in our city, the Municipal Personnel Bureau has continuously clarified its role and responsibilities within the framework of economic development. By leveraging its strengths, it has actively contributed to the rapid and leapfrog growth of the urban economy.
Talent is a key driver of productivity. The Municipal Personnel Bureau has taken the lead in establishing a solid foundation for talent resource development. First, it has actively collaborated with agricultural sectors, promoting the development of rural human resources during the process of industrialization and large-scale operations. According to incomplete statistics, the city currently has a reserve of about 327,000 rural workers across various trades and occupations. Second, the bureau has encouraged and guided college graduates to work at the grassroots level and start their own businesses. In recent years, over 150 university graduates have been recruited to support education, agriculture, healthcare, and poverty alleviation in rural areas. Third, the bureau has strengthened exchanges and cooperation with cities like Nanjing and others nearby, reaching an agreement on "zero conditions" service and "no barriers" exchange. It has also organized 36 major local enterprises to participate in the "Huishang Conference – Talent Exchange Conference" and provincial recruitment events, creating a platform for companies to attract high-level talents. Fourth, the bureau has actively built a large talent market. To provide recruitment services to college graduates and professionals, it has set up a leasing-based recruitment market. This year, it successfully held one of the largest talent fairs in recent years, with nearly 100 local companies participating and over 7,000 attendees. Around 2,200 people reached employment agreements. Going forward, the bureau plans to hold comprehensive and specialized talent recruitment meetings annually to meet the diverse needs of talents across different industries and levels.
To support the city's goal of becoming a strong industrial hub, the Personnel Bureau has implemented a talent strategy through multiple channels. It has launched the "Zhi Project," hiring nearly 40 foreign experts and connecting with 26 national experts from countries such as Germany, Japan, and France to introduce over 50 foreign experts to 32 large and medium-sized enterprises in the city. The bureau has also organized, declared, and introduced foreign technologies and management talent projects totaling 100. Recently, an expert introduced by Chuzhou Yangtze Air Conditioner Co., Ltd., Wademark, received widespread praise from Swedish experts for his project on "Ground Source Heat Pump Air Condition Engineering Application Technology." With its energy-saving, high-efficiency, and environmentally friendly features, this technology has sparked great interest among domestic HVAC and air-conditioning professionals. Within just one week, more than 60 domestic manufacturers and organizations visited to learn about the technology. Industry experts believe that the introduction of this technology will serve as a leading example for the city’s green and sustainable use of energy, contributing significantly to the city’s rapid economic development.
Since 2004, the bureau has also organized and dispatched 23 group delegations to attend the "Training Course on Agricultural Economic Management" in France, sending 86 technical and managerial personnel abroad for training. Additionally, it has expanded its efforts to include non-public ownership sectors, recommending 14 private enterprise managers to participate in the provincial "2006-2007" China Industrial Enterprises Senior Personnel Training Program. These initiatives reflect the bureau’s ongoing commitment to fostering talent and driving economic progress.
