In the wave of "eastward movement" and "economic rise" in our city, the Municipal Personnel Bureau has continuously clarified its role and responsibilities in economic development, leveraging its strengths to drive leapfrog growth in the urban economy.
Talent is a key driver of productivity. The bureau has taken the lead in developing a robust talent resource system. First, it actively collaborates with the agricultural sector, promoting the development of rural human resources during the process of industrialization and scaling up. According to incomplete data, the city currently has approximately 327,000 rural workers across various trades and professions. Second, the bureau encourages and supports university graduates to work at the grassroots level and start businesses. In recent years, over 150 graduates have been recruited to support education, agriculture, healthcare, and poverty alleviation in rural areas. Third, it has enhanced cooperation with cities like Nanjing and others nearby, establishing a "zero barriers" and "no restrictions" framework for talent exchange. Additionally, 36 leading local enterprises participated in the "Huishang Conference Talent Exchange" and provincial recruitment events, creating a platform for high-level talent acquisition. Fourth, the bureau has actively built a large-scale talent market, organizing job fairs and recruitment events. This year’s summer talent fair was the largest in recent years, with nearly 100 companies participating and over 7,000 attendees, resulting in more than 2,200 employment agreements. Going forward, annual comprehensive and specialized talent recruitment meetings will be held to meet the needs of talents across different industries and levels.
To support the city's vision of becoming an industrial powerhouse, the bureau has implemented a talent strategy through multiple channels. It has hired nearly 40 foreign experts and collaborated with 26 international organizations from Germany, Japan, and France to introduce over 50 foreign experts to 32 major enterprises. The bureau has also organized and introduced 100 foreign technology and management projects. Recently, a project introduced by Chuzhou Yangtze Air Conditioner Co., Ltd., titled "Ground Source Heat Pump Air Conditioning Engineering Application Technology," received widespread praise from Swedish experts. With its energy-saving, high-efficiency, and environmentally friendly features, the project has attracted significant interest from HVAC professionals nationwide. Within just one week, over 60 domestic manufacturers visited to learn more. Industry experts believe this technology will serve as a model for green and sustainable energy use in the city, driving rapid economic growth.
Since 2004, the bureau has sent 23 delegations to France for the "Training Course on Agricultural Economic Management," sending 86 technical and managerial personnel abroad for training. It has also expanded its efforts to include private enterprises, recommending 14 private company managers to participate in the provincial "2006-2007 China Industrial Enterprises Senior Personnel Training Program." These initiatives reflect the bureau's ongoing commitment to fostering talent and supporting long-term economic development.
