How does the industry trend in 2018 have much to do with these upcoming policies?

Already approaching the Spring Festival holiday, the 2018 new energy vehicle subsidy standards that the industry is most concerned about are still not heard. However, most car makers and upstream core component companies learned lessons from 2017 and made allowances for subsidies in advance.

It can be said that in the next 1-2 years, the new energy automobile market in China will still fluctuate in varying degrees due to the impact of various policies.

In fact, in 2018, besides the new subsidy standard policy to be implemented, many policies closely related to the industry have already been implemented or will be implemented.

First, double points were formally implemented on April 1, 2018

The “double-integration” policy will be implemented starting from April 1, 2018. Tentatively, in 2018, only statistics will not be punished, and in 2019 and 2020, non-compliance companies will be punished.

The double-integration policy mainly includes two parts, one part is the average fuel consumption of passenger car companies, and the other part is the passenger car enterprise new energy vehicle points. In 2019 and 2020, the proportion of new energy vehicles will be 10% and 12%, respectively. The points are tradable, and the car companies with negative points can freely purchase the surplus points.

According to reports, after the implementation of the double-integration method, the Ministry of Industry and Information Technology will set up a point trading platform to allow positive and negative points to be zeroed through market transactions, and this way to achieve compliance requirements.

It is a car maker that if it produces 1 million fuel vehicles a year, it must sell 30,000 or so pure-electric passenger cars by the score factor.

This will be the country's use of mandatory administrative measures to promote the transfer of car companies to energy-saving and new energy vehicles. According to the sales volume of major auto groups in 2017, there are still large pressures on a large number of large fuel vehicles and foreign brands.

Some analysts pointed out that the double-integration policy, especially the new energy integration policy, is a double-edged sword. Although it will stimulate the expansion of the new energy vehicle market, it will also stimulate the rapid launch of new energy for joint venture brands, which will squeeze the self-owned brands; Do not rule out companies in order to avoid punishment, at the expense of profits to rapidly develop new energy, and lower prices to disrupt the market and so on.

II. Three mandatory national standards for electric vehicles, power batteries and electric buses

Recently, the Ministry of Industry and Information Technology has issued a draft for the solicitation of three mandatory national standards for "Electrical Vehicle Safety Requirements", "Safety Requirements for Lithium-ion Power Battery for Electric Vehicles" and "Safety Requirements for Electric Vehicles". The time for open solicitation comments is until February. On the 24th. The standard is expected to be officially promulgated and implemented in 2018.

Among them, the “Electric Vehicle Safety Requirements (Consultation Draft)” stipulates the operational safety and fault protection requirements for the specific hazards of electric vehicles, and stipulates that the electric vehicle electric drive system and its conductive auxiliary system (if any) are prevented from connecting. Requirements for electric shock inside and outside the vehicle.

"Power lithium-ion battery safety requirements" is based on GB/T 31485-2015 "Safety requirements and test methods for power batteries for electric vehicles" and GB/T 31467.3-2015 "Lithium-ion battery packs and systems for electric vehicles Part 3: Safety requirements and test methods, revised and upgraded to national mandatory standards.

The "Electrical Passenger Car Safety Requirements (Draft for Comment)" specifies the safety requirements and test methods for electric buses.

Third, the power battery coding record system opened

On February 1st, China Machine Center announced that it will open a car battery registration system for automobile power storage. It requires that all products manufactured and sold in China must pass the "Automotive Battery Code Register System", apply for a manufacturer code, and record the code " Specification code for "Specification Code" and "Retrospective Information Code".

For each product filed, the company must upload a clear, complete picture of the product and display the code and location. This shows that every power battery product has an “identity card”, and its product performance index, which vehicle it is used in, what issues it has, and where it will go after retiring can be traced and managed.

From 2017 onwards, the national authorities' policies on power battery safety, standards and management have been increasingly refined. The introduction of these policies will benefit the whole lifecycle management and traceability of power batteries, and promote the management of battery safety to promote the establishment of an automotive battery recycling system.

4. "Technical Requirements for Type Selection of Electric Operated Freight Cars" issued in 2018

On December 4, 2017, the National Road Transportation Standardization Technical Committee of the Ministry of Transport issued the “Technical Requirements for the Selection of Electrically Operated Freight Cars (Draft for Soliciting Opinions)” and publicly solicited opinions from various circles. The policy will be formally introduced in 2018.

It is worth noting that there is a more important piece of information in the "opinion", and in the requirements for the utilization coefficient of vehicle load quality, according to the different types of vehicles and the maximum allowable weight, according to the principle of elimination rate of about 30%, the corresponding models are proposed. Quality utilization factor requirements indicators.

The Opinions also proposes very specific indicators for the selection technology of electric-operated freight vehicles from the aspects of vehicle appearance and configuration, environmental adaptability, dynamic performance, driving range, economy, reliability, and charging performance. . The wading performance test and the moisture performance test method for electric trucks are clearly defined.

V. Continued purchase-free tax in 2018 can save 20,000 yuan

From January 1, 2018 to December 31, 2020, purchases of new energy vehicles will be exempt from vehicle purchase tax. For new energy vehicles that have been listed in the Catalogue before December 31, 2017, their policy of exemption from vehicle purchase tax will continue to be effective.

In addition, the Ministry of Finance issued a notice showing that since January 1, 2018, 1.6L and below displacement vehicles have resumed their vehicle purchase tax at a statutory rate of 10%. Consumers' heat for small-displacement passenger vehicles will be subject to certain levels. influences.

In accordance with the current calculation method of purchase tax: the price of car sales invoice ÷ 1.17 (VAT) × purchase tax percentage (2018 is 10%) = vehicle purchase tax amount, the purchase of a 200,000 new energy vehicles can be saved 2 million or so. As a result, sales of new energy vehicles will increase significantly in 2018.

Sixth, power battery pack (system) strong inspection project adjustment January 1, 2018 implementation

On November 24th, China Motor Vehicles Technical Service Center issued a notice stating that it will carry out technical requirements for the examination of GB/T 31467.3-2015 "Li-ion battery packs and systems for electric vehicles - Part 3: Safety requirements and test methods". Adjustments, new declared auto products have been implemented since January 1, 2018 (announcement No. 304).

It mentions the error range of battery pack declared value and measured value: 1. ± 1% for dimensional parameter tolerance; ± 3% for quality parameter tolerance; ± 5% for volume parameter tolerance. In addition, the same type of determining technical conditions need to meet the eight major technical conditions.
