On April 21, Guangdong Province's special equipment integrated management system reported that the city had exceeded 10,000 registered special equipment for the first time, reaching a total of 10,013 units. This milestone marked the city as the first prefecture-level city in northern Guangdong to cross the threshold of 10,000 units, highlighting the rapid industrial growth and development in the region. Looking back at historical data, the number of registered special equipment was only 974 in 1991, rising to 1,137 by 1996, and then surpassing 4,000 by 2004. Since then, the growth rate has surged, with an average annual increase of over 30%, reflecting the city's booming industrial sector.
To address the growing number and variety of special equipment, the Municipal Bureau of Quality Supervision has implemented a series of innovative measures aimed at improving safety oversight. One key initiative involves focusing monitoring efforts on the Qingcheng District, where equipment is categorized into four regions. Each year, one area is prioritized for intensive monitoring, ensuring comprehensive coverage and eliminating blind spots. This year, 1,200 pieces of equipment across 300 units, including those in Yuantan, Zhouxin, and Henghe, were inspected. A total of 184 personnel were deployed, with 55 devices monitored and 380 inspections conducted. Twenty-seven inspection orders were issued, and two cases were investigated and handled.
Another measure includes breaking down the annual monitoring targets into monthly tasks, with a daily monitoring and monthly reporting system in place. County-level quality supervision bureaus are required to submit their monthly monitoring reports to the Qingyuan Municipal Bureau by the end of each month. The bureau then updates the online system before the 10th of the following month, allowing all departments to track progress, identify issues, and share best practices.
In addition, the bureau has strengthened legal administration, simplified procedures, and improved the efficiency of administrative licensing. Since the start of the year, 348 units (sets) of special equipment installation and relocation have been notified, 636 units registered, and 641 operator certificates issued — all showing an increase of more than 25% compared to the previous year.
Furthermore, in line with provincial requirements, the city launched a year-round investigation into special equipment safety hazards, focusing on critical areas such as metallurgical cranes, boiler systems, and high-risk equipment. It was also the first in the province to conduct a safety inspection of vehicle lifts, demonstrating its commitment to proactive and effective regulation.
