The commercial vehicle market is still depressing.

In recent statements, the China Automobile Industry Association highlighted the challenges faced by commercial vehicle manufacturers. With a noticeable lack of strong policy support, it has become increasingly difficult for companies to operate without a clear market turnaround. As a result, industry leaders have been vocal in calling for favorable policies to boost the development of commercial vehicles. The association emphasized that only through balanced industry growth can the automobile sector complete its adjustment and revitalization plan. Compared to passenger cars, commercial vehicles have fewer policy advantages such as tax reductions and initiatives like "cars going to the countryside." While passenger car sales have stabilized, commercial vehicle sales continue to decline. In this context, besides the role of economic policies aimed at boosting domestic demand and improving macroeconomic conditions, commercial vehicle companies are hoping for targeted supportive measures. They also call for the elimination of unreasonable or harmful policies to help the industry overcome its current challenges and move towards recovery. One key proposal is the reduction of purchase tax on commercial vehicles. Huang Gang, Party Secretary and Deputy General Manager of Dongfeng Commercial Vehicle Co., Ltd., suggested fully exempting commercial vehicles from purchase tax. He pointed out that the “car to the countryside” policy has strongly supported light trucks and micro-off-road vehicles, while heavy trucks have been hit harder by the financial crisis. Reducing the purchase tax would lower user costs and stimulate consumption. "If it's really difficult, 50% is acceptable, but we hope for a full exemption." Guo Zhenlu, General Manager of Zhengzhou Nissan, also advocated for the cancellation of purchase tax on commercial vehicles. He noted that rural market vehicles are primarily used as tools for production and income generation, with commercial vehicles being the main choice. Reducing the cost of upgrading these vehicles would promote the "car to the countryside" initiative and prevent a severe contraction in the commercial vehicle sector during the financial crisis. Interestingly, Li Daokui, a member of the National Committee of the Chinese People's Political Consultative Conference and professor at Tsinghua University, proposed during the "two sessions" to completely abolish the car purchase tax and shift it to the usage stage. He argued that under the current environment of boosting domestic demand, tax cancellation could significantly benefit the auto industry and stimulate consumption. For commercial vehicles, the impact on energy conservation and environmental protection is even more significant. On the passenger car side, there is an urgent need to cancel consumption taxes. A representative from Yutong Bus stated that the government had intended to reform the consumption tax to adjust the structure of automotive products, but this did not achieve the desired effect. The direct taxation on passenger cars under 7 meters has led to a shrinking market share, particularly affecting suburban and rural transportation. "In the policy-driven rural market, medium and light buses are taxed, and this policy should be revised," he said. Chang'an Bus also reiterated the call for the exemption of excise duties on buses under 7 meters. These buses are the primary models for rural transport and serve the majority of farmers. It is hard to understand why they are still taxed. "I hope that when the country introduces new policies, it considers the purpose and rationality of the policy," the official added. "The small plate passenger car plays a crucial role in transporting people between rural and urban areas, as well as between cities. Its importance is no less than that of regular passenger cars. It meets the needs of mass transportation and should therefore receive policy support," the representative concluded.
